The program is open to all dealers who sell medium- to heavy-duty zero-emission and hybrid trucks or buses into the state of California and all fleets who operate in the state.
Dealers who wish to participate in the program must complete the HVIP dealer training to learn and understand the program terms and conditions as well as roles and responsibilities of other stakeholders, such as fleets, ARB, and CALSTART.
Becoming an HVIP-certified Dealer
1. Download and review the HVIP Overview and the HVIP Implementation Manual. After reviewing these two documents, please click on the link at the bottom of this page to take the HVIP dealer eligibility test. Upon passing the test, you will receive an automatic notification from the HVIP Team with instructions on how to finish your registration.
2. Once you've become certified, you will need to learn how to submit and process vouchers. To do so, please review the Voucher Management Presentation. This will guide you on the process and answer the majority of your questions.
