The San Joaquin Valley Air Pollution Control District (SJVACPCD) has contributed $1.9 million in "plus-up" funding on top of the Year 3 HVIP funds and now carries into Year 4. These funds are designated for any vehicles which are used in the San Joaquin Valley Air Basin, which consists of eight counties in California’s Central Valley: San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare and the San Joaquin Valley Air Basin portion of Kern.
Vouchers requested for vehicles that will be domiciled in the air basin 100% of the time for three years will automatically receive the plus-up funding, which can reach up to $30,000 in additional funds per voucher on top of the ARB voucher. An addendum to the Year 4 HVIP Implementation Manual enabled HVIP vouchers for the 2013 and 2014 model year 195h Hino Motor Company (Hino) hybrid truck to be used in combination with the SJV plus-up funds and exceed the vehicle incremental cost. This only applied to vouchers requested for Hinos between April 8, 2014 and July 31, 2014.
